Is it Possible to work against the earths magnetic field converting gravity into propulsion?

Is it possible to attract and convert large quantities of EM frequencies, and reverse their polarity to possibly induce propulsion and "defy" gravity in some way. Maybe not anywhere but some places on earth vary in EM frequencies by a couple percent.. could this be possible?
