My new neighbors MIGHT be neglecting their dog?

You can report to animal control and let them handle it...however if they don't find an issue the dog will be left where it is...as for the barking all night, either go over there and nicely let the neighbors know the dog's barking is keeping you up or call the cops and let them handle it (but it's always best to try to handle those things yourself before involving the law)...
