What power supply does a cctv IR emitter need?
Usually regulation transistors will invariably get hot during operation. It is not so much the power supply current that you should worry about because the current should be regulated by the on board circuit that make up the led array. If it is badly designed then that would cause over current and burn them out eventually. Try using a lower voltage power supply to power the LED ring, say 6 to 9 volt. less voltage will mean less current will be drawn and so less wattage as a result. This should help things run a little cooler. If ran too hard for too long LED's will eventually fail. You can also test the infrared output by pointing your camera phone at the led. They tend to be sensitive to IR and show up quite brightly.
