Shouldn't we stop all foreign aid?

Why should my tax-dollars go to feed citizens of third-world countries? We shouldn't be caring for foreigners, and to add insult to injury, many American citizens are on the verge of starving. Should we scrap all foreign aid and use the billions of dollars saved in pumping into the economy or as a tax-break to create more jobs?
